Its mascot is an anthropomorphic pinwheel named Futo-kun created from Kirihiko Sonozaki's submitted entry for the Image Mascot of Futo Contest.
Kamen Rider × Kamen Rider Drive & Gaim : Movie War Full Throttle
During a fight with Kamen Rider Lupin at an amusement park, Futo Tower can be seen in the distance. This means in-universe, Futo is geographically located just a few miles outside of Tokyo. This is finally confirmed in Kamen Rider Drive Saga: Kamen Rider Chaser which shows that Tokyo and Futo are merely separated by a rivulet. However, because of the city limits, neither Tokyo Metropolitan Police Department nor the Futo Police Department cannot interfere with each others' cases. (Roidmudes and Dopants
Futo Tower

Futo Tower is the prominent landmark of Futo City, appearing as a giant windmill. During the attack on Futo by NEVER, Futo Tower was taken as a base by the terrorist group who had the X-Bicker weapon mounted to it, with Katsumi Daido (Kamen Rider Eternal) intending to use the weapon, with the power of the 26 T2 Gaia Memories to will send out a wave of energy that would have turned everyone into Necro-Overs.
The tower ended up being severely damaged as Kamen Rider Eternal was finally defeated by Kamen Rider Double CycloneJokerGoldXtreme, Kamen Rider W Forever: A to Z/The Gaia Memories of Fate with repairs beginning immediately after. The attack on Futo Tower was among the most recent additions to the urban legend of Kamen Riders revealed by Tomoko Nozama, when she witnessed Gentaro Kisaragi transform into Fourze.
Futo Police Department
Futo Police Department is Futo City's local police force. It attempts to fight the Dopant crime wave but are powerless against them. They allow the Kamen Riders of their city to fight, knowing they are allies, which was almost broken due to the attacks by the Arms Dopant but restored after he was defeated. Their recently transferred superintendent is also a Kamen Rider without their knowledge.
Notable Polie Officers:
Narumi Detective Agency

Narumi Detective Agency is an agency founded by Sokichi Narumi sometime before becoming Kamen Rider Skull. After his death, his daughter Akiko Narumi took over with Sokichi's protégé, Shotaro Hidari and his partner, Philip taking his place in solving cases as Kamen Rider Double.
The agency solves cases usually involving Dopant crime waves. It is even allied with the Futo Police Department during some cases. Akiko created a website to advertise the agency, which looked very girly and clashed with the idea of being a detective agency site; it is unknown if changes to said site were made.
Kamen Rider × Super Sentai : Super Hero Taihen – Who’s the culprit?!
In the net movie series spin-off of Super Hero Taisen, Kamen Rider × Super Sentai: Super Hero Taihen – Who’s the culprit?!, which primarily features the casts of Kamen Rider Fourze and Tokumei Sentai Go-Busters, a different Narumi Detective Agency exists, featuring Narutaki, Urataros, and Gai Ikari as Gokai Silver. The punch line is that the name "Narumi" was derived from "Naru" in Narutaki's name, and "umi" from Urataros' sea affinity. The series deals with questions that are related to Kamen Riders and Super Sentai, but due to the nature of the series being "spin-offs", the discussed issues are still debatable.
Wind Wave

Wind Wave is a local radio station in Futo which is on the broadcast channel 21.0 FM. To tie into the show, TV Asahi, Toei, and Avex Trax produced the Wind Wave FM Internet radio station. Only one of the shows, Wakana's Healing Princess, also exists within the fiction of Kamen Rider W. The other programs, DJ Hurry Kenn's FU-TO Hit on Groove music show and Tsuyoshi and Ayano's Head Wind: One-Game Match!! show, treat the television series as fiction, explicitly referring to the songs they play as theme songs (as part of a mail in request, DJ Hurry Kenn played AAA DEN-O form's "Climax Jump", and referred to it as the theme song for Kamen Rider Den-O).
All of Double's theme songs have been played as part of the various radio shows, several of which were first heard on the "radio" before being utilized as part of an episode's soundtrack. On March 7, a new radio show featuring Queen & Elizabeth titled Queen & Elizabeth's White Hearts!! began "airing", but was discontinued a month later. To mirror the current events in the show's story, Healing Princess was cancelled on June 13, 2010.

Windscale

Windscale is a series of specialty brand stores that are in the city of Futo that sell a variety of high end clothing including vests, fedoras and jewelry. In the first case of the series, a man named Yousuke Togawa uses the Magma Gaia Memory to target Windscale stores as he was fired from the company and wanted revenge. His next target was the Kazetani branch which Philip and Shotaro deduced using the Product Tag ID Number of an article of clothing seen in a photograph from a previous crime scene. Yousuke attempted to destroy the Kazetani branch store, but Kamen Rider Double saved the store and broke the Magma Memory. Yousuke was then killed by the T-Rex Dopant. Shotaro then found a Windscale article of clothing after being attacked by the T-Rex Dopant, which belonged to the killer.
He then asked Phillip to look up women's clothing in the Gaia Library to discover who purchased the clothes. This revealed that Marina Tsumura, a former fashion designer for Windscale, was the murderer and Yosuke's partner. She wanted to destroy Windscale so the executive who fired her would suffer financial ruin for taking credit for her work. Shotaro is a frequent buyer of Windscale clothing, as most of his wardrobe consists of Windscale brand fedoras, ties and vests. His partner Phillip wears Windscale brand hoodies and striped shirts as part of his clothing.
Real World
To meta-promote the Kamen Rider W TV series, Bandai Premium created an actual Windscale fashion line of clothes, jewelry and accessories to tie into the show, including replicas of the hats, vests and ties Sokichi Narumi and Shotaro Hidari wore in the show. Keeping with the wind thematic in W, a wind scale is the term for a measurement of wind force such as the Beaufort scale which measures wind speed.

Gaia Tower

Gaia Tower was a Museum facility located on an island near Futo City where Philip was kept for the production of Gaia Memories. The area appeared to have been run by Saeko Sonozaki as she is the only member of the Sonozaki family present and there was no one else of high Museum rank present. When Sokichi Narumi with his protege, Shotaro Hidari infiltrated the facility under a job.
Sokichi dies after being shot in the back when being pursued by the tower's guards and in order to fight back, Shotaro and Philip transform into Kamen Rider Double for the first time which in the process destroys some of the tower. In the ensuing fight more of the tower collapses but Shotaro and Philip escape. In Begin's Night, Shotaro and Philip return to the now destroyed tower after a fight with the Dummy Dopant as Kamen Rider Skull to find answers to the sudden reappearance of Sokichi, confirming his death but was never found as well as the Dummy Dopant's identity.
